This was never supported by SAP therefore it does not make any sense.
even if it would be a version supported by SAP, still does not make any sense to copy a DB to an older version.
and even if there would be a business reason (apart from saving some hours cloning the oracle home or installing the same patchset and SBP) depending on the setting of "compatible" it is possible that some structures of the database are not compatible with your version and this seems to be the case as the "bootstrap" is not "recognized" by your version
